As the title says: its about two neighbors that end up jogging in the woods together before kicking up a conflict. I cannot remember me who wrote it but its from years ago on this board. Let me know if you need more details.

I did a search on the board using "jogger's duel" and what came up was a story from 2010 called "Pet Clash". It does involve two women out jogging with their dogs who let the dogs fight then get into it themselves. Maybe it is what you are looking for.
