    Point 1) The Constitution is to be amended to read as follows:

    1A. Section 1.1 is to read “The Central Government shall be composed of the Founder, President, Vice-President, Minister of Internal Affairs, Minister of Foreign Affairs, Minister of Defense, and a Minister of Immigration and Expansion.”

    1B. Section 1.3 is to read “The office of President and the Vice-President shall be elected by a popular vote of the nations of the Aegean Sea. The President shall select the offices of Minister of Internal Affairs, Minister of Foreign Affairs, Minister of Defense, and the Minister of Immigration and Expansion.”

    1C. Article Seven is to be created, dictating the responsibilities of the Minister of Immigration and Expansion. All other articles following this are to be renumbered accordingly. Article Seven shall read as follows:
    “ARTICLE SEVEN - Establishment and Responsibilities of the Minister of Immigration and Expansion”
    1. The Central Government of the Aegean Sea shall have one nation designated the Minister of Immigration and Expansion
    2. The Minister of Immigration and Expansion is responsible for recruitment of nations to the Aegean Sea.
    3. The MIE is the primary nation responsible for the maintenance and upkeep of the Aegean Registration System Extension.
    4A. The Minister of Immigration and Expansion shall be given the power to enforce the laws pertaining to maintenance of the Aegean Registration System Extension. and can, if seconded by two of the other ministers (the Minister of Internal Affairs, the Minister of Foreign Affairs, or the Minister of Defense), call for the trial of a nation in violation.
    4B. The President can overturn any motion for a trial with the Vice-President’s support.
    5. The Minister of Immigration and Expansion is accountable for the recruitment of nations from around the various feeder regions, as designated in Art. V, Section 5, of the Nation States world, shall provide information to prospective nations about the Aegean Sea, and welcome new nations to the region upon arrival.
    6A. The Minister of Immigration and Expansion posts the Aegean Sea advertisements in the regions of: The Pacific, The North Pacific, The East Pacific, The South Pacific, The West Pacific, Lazarus and the Rejected Realms, on, at least, a bi-monthly basis.
    6B. To maintain their current status of regional influence, the Minister of Immigration and Expansion may telegram nations within the feeder regions instead of posting. A documented list must of the nations contacted must be turned into both the President and the Minister of Foreign Affairs, as well as in the reports posted by the Minister of Immigration and Expansion.
    7. The Minister of Immigration and Expansion is designated by the President.

    1D. Section 5.4 of the Minister of Foreign Affairs is to be removed from the constitution.

    1E. Section 5.5 is to read “The Minister of Foreign Affairs will post the Aegean Sea’s advertisements in the regions of: The Pacific, The North Pacific, The East Pacific, The South Pacific, The West Pacific, Lazarus and the Rejected Realms, on a monthly basis, as an auxiliary to the Minister of Immigration and E

    As to articles 2-4A,

    2 is the MFA's job currently, 3 and 4 is the MIA's job currently, 5 and 6 is the MFA's job. There is no really need for a Minister of Immigration and Expansion as the jobs are already covered by the MFA and MIA.

    Welcome back, God007. It's good to hear from you. The point of this is to make someone actually in charge of recruitment and monitoring things. The MIA got the A.R.S.E. because it just seemed fitting. It'd be more fitting to an MIE. As for the advertising, I realize that's the MFA's job, but it'd better suit an MIE. The MFA would be there to support the MIE in recruiting, but would be primarily concerned with managing relations with other regions. It'd focus more on foreign affairs, then. As growth is an internal thing, shouldn't recruitment be the MIA's job? If the region is shrinking, it's not due to foreign influence neccessarily. But, by creating a minister in charge of just growth and expansion, it can be better attended to. The MIA would be more for monitoring other regional laws and enforcing them, becoming more of a judiciary branch and monitoring the checks and balances. Keeping that in perspective, the MIE must also be seconded by two of the other ministers to do anything with a trial. If it is concluded that a trial is neccessary, then it is still the MIA's job to conduct it.

    Perhaps the biggest benefit to this reform would be that the MFA would not have to pick what they focus on, whether it be alliances, recruitment, or both but not as effectively as if the attention was just spent on one area. By eliminating (or, more precisely, minimizing) a choice, more effort can be spent where it is needed. Right now, that would be getting us some friends.

    With the lack of arguement on your behalf, God007, I get the impression that you only half read the bill. Having that little of an arguement is unusual for a debater. If you read further through the document, the points you had regarding the MFA's current job has been addressed. Just saying that "This was the MIA's job", or "That was the MFA's job" really doesn't tell us anything about what your views of the bill really are, other than that you dislike change. In order to improve the legislation, we are going to need more rationale than "That was mine; I don't want it to change".

    I think I have a general feel for what God was trying to say. The thesis of the argument is: Why create more bureaucracy if you don't have to? This is a valid concern. However, if, on the other hand, the additional position is needed and it can be demonstrated that having the MIA/MFA do these jobs hurts the region, then creating the position would be justified. In short, you prove the MIA/MFA are overworked, this is no longer a concern.

    It's not so much that they're over worked, but that they're too distracted. I know that I'm too concerned with the senate to really go on a recruiting spree or alliance seeking.

    I'll admit it. I have neglected some of my duties (mostly alliance seeking) because I have been too busy with work and then the Aegean Senate. I have done some recruiting, but I didn't keep a log of who I talked to. Some of the nations that have arrived may have been a result of that. Still, the truth of the matter is that I have neglected some of my duties for other things which aren't neccessarily part of my office.
