search function doesn't work

Each time I use the search function I get this error message:

connection to 127.0.0.1:9312 failed (errno=111, msg=Connection refused)

Is there a setting I have gotten wrong?

The hostboard has been having issues for a while now. They are fixing the problems, it's just taking a long time
