I agree Counts. For the most part it will fall on the umpire. We definetly have one that calls it. Of course most coaches complain and say it was never called like that on them before.
The thing is about the shotgun, the lineman had better be cutting as their first move as the ball is snapped to make it legal.

Yes he would have to be on the line of scrimmage like up in the guard center gaps, etc. He would have to be really close to the line of scrimmage.
