I can tell you when....probably never.

The reason is the majority of players, at least from what I see playing online...don't play realistic football and EA caters to that crowd. EA has to make sure the "casual" player (i.e. those who know nothing about football) can compete with those who do.

They have to keep all the cheese players (the ones who simply find the glitches and exploit them) happy and buying next year's game. These are the ones that use such brilliant strategy as...

...playing 7 DBs against heavy sets and still stopping the run (because the idiot offensive linemen can't seem to find and block 2nd level defenders). This works even better this year because of the overpowered run commit feature.

...scrambling out to the sideline w/their QB up to the edge of the line of scrimmage then throwing it to an open receiver after the defensive AI freaks out. This has NEVER been fixed.

...running around with the QB 15 yards straight back or sideways then throwing a 100% accurate dart on the run in the opposite direction.

If it weren't for EA's exclusive licensing agreement with the NFL and NCAA, some competitor could easily steal a good bit of market share with a more realistic game.
