My guess is that it would be an encroachment which happens before the snap, so technically the PAT never happened.
okay... this has been idle too long, so let me lob 1 in.
This happened in a game last week.
O makes their PAT, but has to re-kick because of a penalty on the D. Then they miss the 2nd kick.
Which penalties would cause this? (I know there were some rule changes last year.)
And why can't those be changed, too?

That would be my answer, too. Also, wouldn't not having 7 men on the line cause the same thing?
That is an offensive penalty though, so its an entirely different situation because then the defense would probably want to make them rekick 5 yards deeper.

This reminds me of Playing Madden online, if the other guy scores first they get their PAT and are up 7-0 you Score, and they KEEP going offsides and blocking your kick.. moving you closer and closer... and they do this because they are going to Lag stop your 2 point play after you get pis sed enough to say OK im just going for 2... UGH...
