I use Tacky brand glue, available at Jo-Anne's, Michael's and Beverly's. I have even seen it at Wal-Mart. It gives you a tad longer to get the wig in place before it seizes up. In any case, let it dry overnight (after you have glued the wig on) before you try to brush the wig.

The front of the wig should come right to the front hairline. If the bangs are too long, that is exactly correct. Bangs are made long so that they can accomodate a variety of different forehead lengths. Cut the bangs after you have brushed out the hair, after everything is dry and set.
