overstock.com is (and has been for awhile) taking preorders for both mini felicity and mini elizabeth. For just under $14.
The felicity is shown in rose garden, but I imagine she will come in the traveling gown.

I have the mini Felicity in the rose garden gown and I ordered from Overstock.com the new mini Felicity and mini Elizabeth, which I still haven't received yet. I own all the mini dolls except those 2. For every historic doll I have I bought the mini doll first, after seeing it at a bookstore. The mini doll's are cheaper to collect and easier to display. I don't plan on buying Elizabeth, and I didn't buy Nellie either. I figured that when Jess the LE comes out (depending on what she looks like) or a new historic from a new time period comes out, I'd get that.
