OK - I finally got Felicity's undergarments for my niece, but what on earth are the two puffy things that are tied together? Do they go on her arms or legs, and how? THANKS!

Those tie around her waist like hoops they give added "hips" to her gowns and was a very popular look back in those days.
Hope this helps you

They are pocket hoops (also called paniers). The ties go around her waist with one pocket hoop resting on each hip. Here is a link with a picture.

Here is a link with pictures of human sized paniers:

Ubarose, where did you get that first link from? Is that from Meg's guide?
Also, it seems to me that the Felicity fashion doll that they have listed as Doll II is really another picture of Doll I , or is it just my eyes? It seems to me that the Doll II that I'm familiar with has a flatter head. Any other opinions on that?

I think you are right about the fashion doll I. It doesn't look like the "spool head doll."
The link was one that was posted here awhile back. I keep it in my favorites for quick visual reference. Meg's guide is much more thorough and informative.

What I was saying was that they both look like the "spool-head" doll. To me, neither one looks like the newer one, the "spoon-head" doll. Maybe that's what you meant, too.

After careful and repeated examination of the fashion dolls on the web site and in Meg's guide, I have come to the conclusion that I need my eyes examined. Yes, I have been living in denial - the time has come for, dare I say it - bifocals. But I don't feel that old yet.

LOL Ubarose. My father caught me moving my glasses up and down my nose to see better (tip of the nose to read, top of the nose to drive), and he said, "You're gonna run outta nose soon, ya know."
