If it is something that if it went missing we would want to replace, we actually increase the value on the customs form, but always transfer money to the receiver so they can pay the costs from our end.

I don't know about the UK but in Canada, if you get a letter from the sender stating that the package contents were a gift, you can get your money back. The value of the package contents is irrelevant. You just have to send the customs form along with the letter to the closest Customs Refund Centre.
