You's guys should start one up at Forumer.com. It's where Shemp's hosted. Free phpBB, 30 styles to choose from, Non-shitty MSN smilies, every bit as operational as old-OLD pegwarmers, back when it was that light grey style under the phpBB system. But free. Never had a problem over there.
