    I hope someone can help. I'm trying to determine what kind of camera I need to film my short.

    The film has a lot of slow-motion, stop-motion animation and sped up frames.

    Can a digital video camera do these things?

    If you are talking about digital then you will probably be editing on a computer.

    if so then sounds like something you might be better off doing when editing. These things can be done using any decent editing program, except the stop motion animation.
    Good digital video cameras can do single frame exposures.

    That really depends on how much you have to spend. If you don't have that much money, video and a PC editing suite will do you nicely.

    If you have buckets of cash (*sigh*), shoot with a film camera. You can find cameras that do most of those things without the need for editing.
