yah its pretty easy...

go to shoutcast.com

you have to download 2 things

the brodcast tools, its an extra plugin that writes the music to the server.
and
the server, thats sends the music to the people when they connect.

im sure they have all the how to, and documentation and help stuff on the webpage.

and of course you have to have winamp
