Of course the comment would be on the very same piece of paper. There would be a section for the
aforenamed to respond. Of course, the response would be limited, but it would still be an opportunity to say..
I am innocent...blah blah...
I am guilty, and am sorry.
I will do it again if left to my own means...
etc...
Just give the person a chance to respond, and make it part of the public record along with the crime.

Just as demeaning as what? As having your name plastered around town and have NO representation.
Besides, the person could be sorry they got caught!
The point is still the same, the person served their time, they are entitled to 25 words, or 50 words, or perhaps one hundred words on any dossier that publicly reminds others of their past crimes.

the government should not be obligated to
attach any sort of 'reply' to the pamphlet.
the fact that the criminal has the right to
voice his/her own opinion on the matter is
enough.
