Wouldn't it be really cool to drop off several dozen cell phones attached in a to carboard kiosks in a designaed search area?

The problem with search crews is once they leave an area the person they are searching for has no way to contact others.

If solar powered cell phones were left behind the person being searched for could bump into one and use it to get rescued.

As for the security cell phones being stolen, a good old fashioned warning that stealing or tampering with these rescue cell phones WILL result in an automatic one year jail sentence and a 10,000 dollar fine should do the trick.
