It depends on what "beat" is.
Does "beat" mean the person beat a horse that was no longer alive in hopes of getting a reaction?
Does "beat" mean attempting to get a horse to run faster when the horse is dead tired and therefore a futile attempt?
Does beat mean racing and defeating a horse in a race when the horse was so tired anyone could have defeated the horse?
