I think crime did go down during the sniper spree. But probably not until the 6th or 7th attack.

a cumulative effect takes place. by the time the little boy was shot, it was the story around town. Less people will want to be compared to the sniper by being caught commiting a crime, even a non-violent crime.

...could also be that by the time most everyone
has heard the news, they realize that law enforcement
is keeping a closer eye on everything...
hense making it much more difficult to perform a crime.
