Just some ideas on how to handle immigration...

Have each potential immigrant "sponsored" by an actual American Citizen. The Immigrant would be housed by the family for one year.

At the end of the year the family would give their opinion as to whether the immigrant would make a good American Citizen or not.

Split shifts, Two immigrants rotate 1/2 year in the U.S., one in their country of origin.

Create a Mexican and an American "Peace Corps" in which work projects are sponsored by the government of each country. These work programs would go towards creating actual useful work projects.

The money would be generated by not running up huge deficits via the wartime economy currently in vogue and the peace corp projects, when finished, would actually help the infrastructure of each country.
