Here is the draft version of AST 2 as it was recieved from our embasy with the Indian Ocean. We are now debating this:

    Designation: AST 2
    Category: Foreign Treaty
    Co-Authors: Libre Arbitre (Aegean Sea)
    Aetheronian Republics(The Rotherian Empire)
For the purposes of this resolution the following terms are defined as-
Government of Aegean Sea: Any nation or group of nations occupying the delegacy of the region along with any advisors, councils, or other elected officials appointed or otherwise to assist in the ruling of a region.
Government of the Rotherian Empire: The Grand Founder of the Capital and any nations appointed by the said nation to the Cabinet of the Rotherian Empire.
Invasion: Movement of nations into a region with the intent to either spam or seize the delegacy for a non-native.
Liberation: Movement of nations into a region with the intent to seize the delegacy for a native.
Native: Any nation occupying a region for longer than one month.
Empire: Regions fully conquered and controlled by an alliance of nations.
Occupation: Presence of non-natives UN Nations in a region that maintain the delegacy.
Intervene: An invasion or liberation in a region under attack.

Point 1: Neither the government of the Aegean Sea, nor the government of the Rotherian Empire may, at any time for any reason, invade the other's empire or regions under occupation by the other unless such an action is consented to by both governments.

Point 2: Neither of the said governments shall support or otherwise aid any region or nations attempting to invade the other's empire or regions under occupation by the other.

Point 3: The said governments will not intervene in any region with the presence of nations of the other said government without the consent of the other's government.

Point 4: Neither of the said governments shall harbor nations openly aggressive to the other region.

Point 5: Point 5: The governments may have a presence of one non-UN embassy in the other's empire. The embassy may not be ejected for any reason whilst the treaty remains.

Point 6: This treaty will take effect immediately after it is approved by both the Rotherian Empire and Aegean Sea governments.

Aegean Sea, you are an isolationist region. You have nothing to lose from this treaty for you have no imperial ambitions, but, you will gain security and a guarentee of one less potential enemy.

Please senators vote for AST 2 as soon as possible because our empire is having elections and the present administration is likely to not return to power and the other main faction is against diplomacy and will withdraw support of the treaty.

They are hostile and will invade and annex any vulnerable region they possibly can for the glory of the Rotherian Empire. Aegean Sea is a target; you have no founder and Libre Arbitre is not as active as is neccessary. The Rotherian Empire has the military to overcome you, but, under our law any treaty is binding and our Grand Founder will impeach the Chancellor if he breaks it.

The elections end on Tuesday the 24th of October. That is the deadline for this treaty to pass. I strongly urge you to vote yes.

Wish me luck in the elections.

-Aetheronian Republics, 8th Chancellor and Minister of the Interior of the Rotherian Empire.

Well, this issue has been hashed out for weeks. Factfinders have been launched, and reports have been given. Now, I think, we need to do something about the situation. The RE is what it is. All senators and representatives from the RE have been given ample time to issue reports. Therefore, I would ask the senate to consider the situation carefully based upon the evidence that has been presented, and I move to call a vote on AST 2.

This treaty has failed. To my knowledge, all treaties with the RE are currently off the table.
