    Here's a link to the information on doing a d1.5 with a d1.6 head : Mini-Me Mod

But as far as being cost effective, I wouldn't think so unless you have all the parts needed to do it on hand or dirt cheap (around $500+ was quoted for a head (Fresh or very low miles), ECU, header and pipe, new trans from an EX/SI ($250) and wiring it up for VTEC (I would also change out the muffler/tailpipe section for an SI one), it would more 'cheaper' in my mind to just install an LS motor from an '93-'95 Intrega in there with a muffler/tailpipe section from an SI Sol (since it fits with a gasket only change) and be done with it unless you're wanting a sleeper look (with the above needed you would have the same at least or a bit more power then a 1.6 SOHC VTEC (depending on the tuning of the engine)).
This is not to stop you from doing this, just some more info for you to think about (more food for thought), it is kind of cool when you think about it, still pretty much getting the economy of the 1.5 (130hp/100+lbs from the article) with the power of the 1.6 (125hp/106+lbs).
By the way all JDM motors that the Civic models used from the '90's up were all VTEC's, even the 1.5's (same hp and torque fiqures for both engines) as far as I know, so the 'MINI-ME is nothing 'NEW' per say.

Not all of us can drop down $2000-4000 on a B-series swap...
