Ellen van der Werf was born in 1946 in Nieuwerkerk, Holland. Her parents were of the Teutonic faith. There were only a few of them in the city, and they pledged their daughter to the sky-god Wotan... naming her Ellen, to the sea-goddess Elen.

In the night from january 31st to february 1st 1953, a heavy storm hits the NorthSea Coast. The Netherlands was hit the hardest... Dykes broke down in several places... The storming flood hits the home of young Ellen with such an incredible force that she and her family were flushed away. Her parents drowned in an instant but somehow Ellen survived, hearing nine different female voices in her head.

They were the nine daughters of the sea, each being a different kind of wave. Together they kept young Ellen safe. Safe not only from the raging sea, but from the storm haunting the surface as well. Not being able to bring her back to her family they presented the girl to Wotan and his son Donar. But it was Wotan's wife Frija who took young Ellen to her womb.

She stayed in Asgard for several years before she returned home inbedded with powers from her new family and an Asgardian warrior upbringing. She could control the weather... the wind and the lightning.

But time in Asgard flows differently then on Midgard. Ellen was only 21 years old, but when she fell down from the heavens and came ashore at the beach of Scheveningen the year was 2001! Still a stranger to the world she managed to get a job for a museum using her knowledge of Teutonic/Norse mythology. But she wanted to see more of the world that was lost to her for so many years, so when the museum offered her a job at the library of Paragon City she took it.

It was there that she came to use her powers to its fullest... Helping out during the Rikti War as 'Dutch Storm'. Ellen became involved as combat trainee at 'Vanguard', an orgenisation created by the United Nation Security Council to organize the super powered response against the Rikti. Eventually ending as a high ranked officer.

As the Vanguard only were created to guard against the Rikti ever coming back there was a need for a UN section that would be specialised in environmental and criminal disasters. Ellen was in close contact with the Earth and her atmosfeer... and had the ability to lead such a force. So she was elected out of several possible Vanguard officers to set up and lead what would become 'Global Justice'!
