    When New Tindale was first liberated and the reugees brought in, it was classified as a hamlet, having a population between 81-400 people, including yourselves, Troop Phoenix and the refugees from the north.

    In a matter of a month or two, as some of the soldiers relocated their families, travellers passing through decided to stay, and extra workmen were brought in, plus entrepeneurs speculating on future wealth opportunities, it grew to Village size, 401-900 in size.

    Soon thereafter, and while you were in the underdark, more people passing through began to stay, elves from the forests nearby and dwarves from the steelhammer clan, as well as peasants who had been nomadic or previously displaced by the humanoids, came or returned to New Tindale. More migrant workers also showed up and so did people from towns with high unemployment, all hoping to find work. While there was no mony yet to pay them, a roof and full belly were incentive enough, and Chisolm and Halnippi made sure all were fed and cared for if they worked. This wave grew the place into Small Town population levels, 901 - 2,000.

    With the Temple construction, and after the enoblements, word is spreading like wildfire that this is the place to be. Farmers are showing up inquiring about purchasing parcels of land in the environs and tradesmen are looking to buy shops to set up new businesses. While your group will have to determine a system fopr handing the immigrants and real estate issues, assume that the working capital for building the town has come from the sale, rent or lease of buildings, lots and land parcels in the outskirts. Within a year, and likely sooner, New Tindale will be considered a Large Town, population 2001-5,000. Here is where the characters will have to manage things more clearly. Failures can cause a popultaion decline, but continued success may grow the large Town into Small City size in two to four years.

    Nice. Once the Jester's festhall/tavern/etc. are open for business, some of those seeking work will be able to get employment there.

    Once the city does grow large enough, there might even be support for a standing theatrical troupe of actors, musicians and other entertainers.

    and another tricky question. Does the Baron levy tax on gambling and alcohol? Or as a religious institution, is it exempt? Like an Indian Casino [img]wink.gif[/img]

    Naturally, both my characters will merely suggest things to the Baron for the most part, however...

    Thurvold will put out an all call to his own Clan, letting fellow Deeprunes know that craftsmen and miners of any goodly race have been well recieved, and that they will not be the only dwarves here. He doubts many will show, but having more than one clan of dwarves here even in small numbers means Tindale may have a strong dwarven community for generations (dwarven generations that is) and more dwarves is good for everyone, right?

    While VERY cautious not to bore into the underdark, he'll also suggest that there's a lot of underground just waiting to have a small under village built into it. If laws can be passed where folks living on the surface have their property extend only so deep, then you've effectively doubled the land availible. He doubts most humans will want to live underground, but dwarves and gnomes might love it. He will stress to his kinfolk that this underground development will still be part of New Tindale, and subject to the Baron's rule, and human king laws.

    Kel believes quality of life is of the chief importance. With trade coming in, stop overs on the way to Tindale will also form up. He may go to that dirt poor village that treated him (and the others) so kindly, and suggest they promote themselves as a stop over. Weary travelers stopping there could use an inn, or barring that, open spots to rest. New Tindale need not be alone in prosperity. If they agree, he'll gladly put out the word of it to the Merchants who make the long treks from New Tindale to other cities.

    The Barbos population might increase, at least nomadic visits there of. No doubt, they will avoid the academy, but trade in furs and other goods from them will make New Tindale all the richer. It will be something of a culture clash, but Kel will keep do his best to keep things smooth. Since they'll probably come into trade, then leave again, they shouldn't strain the resources of the city too much.

    <font size="2" face="Verdana, Helvetica, sans-serif">Just a suggestion, but Kel would suggest to Thaylias that temples be asked to provide services rather than Coin. Discounted healing (or free for those serving Thaylias directly) can work wonders. Curing and healing spells alone can keep a town's populace healthy enough to work or play, and that'll bring more cash in the long run. Non citizens traveling through would still have to pay full price.

    In the case of the Jester's temple, providing booze and ladies of the temple would also be considered 'services' so while there might not be a tax on it, discounts would be provided for soldiers and some citizens.

    I am in agreement about the temple. They will be getting their own donations at some point in the very near future if not already, but their tax should be in the form of aiding, healing, etc.

    Thaylias agrees with Kel that the temples not be required to pay any coin for taxation purposes but instead give services to those in need that serve New Tindale.
    At this time Thaylias sees no need in taxing alcohol, tobacco, or gambling. But this can change especially if we start seeing to many folks appearing of an unsavory nature.
    Since we are in Talagon now, even though for a short time, Thaylias will be seeking out professional individuals that would be interested in living/ working in New Tindale. ((hopefully putting his new leadership feat to use))
    One thing Thaylias will want done is for a declaration of citizenship in New Tindale. This will not be forced by any means and has no bearing on those that wish not to an official citizen. He does not want to scare away possible new-comers. Thaylias is very hopeful after talking to Thurvold about more of his kinsmen hopefully settling down in the area(under [img]smile.gif[/img] .
