b. Change it - but give two days for GMs to make the moves.
b. Change it - but give the out that the person can payout the salary and release. These funds then could be part of the pot for the league.

Can Scott really make it so that the player is immediately released? I thought he said that he wouldn't change things like that.

no he cant ... or he could but he wont im sure
it would be internal ... it would be on your good faith as a GM of the league to bring the player off the DL when he is uninjuried and if you didnt after 1 or 2 days im sure someone would pm you nicely saying "Your Guy Is Not Injuried Anymore" ... ... and then if you didnt after that we would ask you nicely again and then prob ask you to leave. meh dl doesnt bother me
as for releases im keen for 0-1 but 1 is fine as long as there is something to do with rookies being released incorporated into it

DL Stashing - Change it (with a 70 million proposed cap, only a really ppor GM would need to stash injured players on the DL)
Release - Change - only those players with 0 year contracts, or rookies should be able to be released

I personally feel that teams shouldnt be able to stash players on the D/L, if the player is healthy they should be active.
I personally would love to see players only be able to be released when they are in the 0 yr of their contract, in addition i think rookies should be able to be releases without penalty as well.
