An Idea about Voting

This is not a discussion or official proposal,but more of a fishing out ideas.

What if we had one week a year when proposals would get voted on - these proposals would have to already meet the 72 hour discussion thread guideline, and we could then all vote on changes - which would take place the following season. Almost like an owner's meeting. Anything that needed an immediate change could be addressed by our commish - who would be the only person able to call a special vote. That way we are not voting on changing the rules all the time - and teams would have about a year to get aligned to the agreed upon rule - just an idea
