Worse, these are ~20 dB attenuators designed to work in conjunction with compression horn loading, so is quite a bit different electrically from the 'textbook' L-pads PE or similar sells or what a typical on-line fixed resistor designer will calculate.

Give it the solder test. Solder will not flow/wet on nichrome, terminations have to be crimped. If it takes solder easily then it could be constantan or some other resistive alloy(i don't think there are many that can be drawn into wire) with some copper content.
