    I usually put some plastic behind a panel tub in a heated building but have to admit it is not always the proper approved material. Often panels are installed without a VB and people seem to get away with it.

    This is more of a regional building code thing but it doesnt seem to be agressively enforced at times. If I put a potlight in without a VB however it would be an instant rejection.

    What is like in your area? Anybody?

    In my area the building code wants insulation and vapour barrier behind the panel when the panel is on an outside wall. Even if the panel is on a concrete wall in the basement, the carpenters have to frame a wall, then insulation and vapour barrier is installed.
