    How about this.
    Take an old heating element from a regular type of water heater tank. Cut through the element.
    What do you see? Well most likely in the center you see the element (possible nichrome wire) around that was the powder that spilled out when you cut through the element. (Insulating material) and around the powder is a copper sheath. The nichrome wire in the center never gets wet and is electrically isolated from the water. This is not a bare element.

    Now imagine a copper tube that has an inlet and outlet for water flow and inside this copper tube nichrome wire (heating element) is present (But isolated from the copper tube)(it would be almost like looking down the barrel of a blow dryer.) This would most likely be found in a tank-less (instantaneous) water heater of the type that may be mounted in your bathroom or under the kitchen sink etc.The nichrome wire gets wet when the water flows and is not electrically isolated from the water (scary huh!), This would be a bare element heater.
    The description above may not be 100% accurate but is close enough to give you idea what the differance is.

    No, the GFIC is not required for water heater repair in Mississauga.
