    Can a 75 kva transformer fed with 3 phase 600 volt support a 400 amp 120/208 panel

    I'm not quite sure what you mean by "support".

    You can (and should) use the 400 amp panel, but the maximum three phase load that the 75 kva transformer can deliver is 208 amps at 208 volts.

    I = VA/E x 1.73
    I = 75000/208 x 1.73
    I = 208 amps
