What I wanna know...thats if ya can help me is..How do you add the background pic (like your blue flame hearts) but have the pic stick in place instead of scoll???

I turned the flames purple in the animation program of paint shop pro!! and i tried every which way to save it, but it wouldnt SAVE...
N E 1 know the reason why it wont save???
Frame by frame i turned them a different purple it animated fine... it saved! but when i played it back, it was still blue...
