When did Addy's outfit change?

From the kite flying outfit to the Flower Picking Dress? Does anyone know why this change was made? What did I miss?

It appears that it changed the day after Christmas. I liked it when the outfit originally came with the kite, so I ordered it from AGPC.

We speculated that the kite was either difficult/expensive to produce, or that it had quality issues in shipping or something like that.
