I can see that you want to know if your brother is right or not but that is just not a stat that is kept by most teams, all they really care about is getting a decent punt off and stopping the return.

Couldn't really tell'ya 'bout the LPD, but probably the best punter to ever come out of the area was Randy Jenkins from Pennington (1976-1979). Great QB as well. Went on to play for Kentucky where he was the starting punter AND starting QB in the early 80's.
