Altec 9440A power amp BIAS set help

I have replaced the most of the electrolytic caps in the amp and I am not sure how to set the bias. The manual
"insert a clamp-on dc milimeter over BLUE-wire from terminal E21 of channel 1 output circuit board and set bias adjustment pot R22 to 75+-5mA".

How to interpretate to "insert over BLUE-wire" ? Where to connect the to dc millimeters cables?

The BLUE-wire run from output circuit board terminal E22 to 9800uF/100V power capacitor.

Is it just to connect the milliamperemeter at E22 on the output board and at the power capacitor screw terminal ?

What they're trying to tell you is that by using a clamp on meter you dont have to unsolder the connections to insert the old time ammeter in series with the point to point wiring.
