Post the cone number stamped on the rear of the cone. It is often hard to see so have a close look.

Black damper, crayon handwriting on the cone, definitely a re-cone IMO. Perhaps a factory kit from the EV days(junk IMO).

Not sure how the kits were put together during those EV years, the cone itself "might" be correct, but it should bear a silver ink stamped 21183 or 21184 IIRC that is the original cone number.
i'm not hep on the dates but i think there's a window from sometime 1981ish to sometime 1983ish where the 416-8C came with those same dampers. Among those who's knowledge and experience i trust those are felt to be the most inferior 416's made.

I think the original 416-8B's will show 21183, the 21184 was some how revised and followed, no clue where that cutoff is though.

I know that EV assigned their own numbers to Altec supplied components and supplied a cross-reference chart to service centres. I think this indicates that original Altec numbers were retained on the parts. I don't know how long this arrangement lasted.
