Some poor city level government worker was spending three hours a day talking to his girlfriend while he worked.
He was tried in a court of law for fraudulent use of taxpayers money.
He offered to pay for all the phone bills he generated.
The judge said no and sentenced him to two months in jail!

I think that is pretty bad. Of course, it is worse for him now because he will not be able to talk for quite some time now.
However, if he was able to get his job done effectively while he was talking to his woman, I do not see why he should be fined or jailed. But, if he did nothing but talk, for three hours a day, I think a fine, or returning the money he was paid for the time he was not working, would be appropriate.
i only wonder why he wasn't dragged to the middle of the street by his ear and shot to death.
