There is always risk. You can't eliminate risk, just decrease it, and at diminishing returns every time you try to further diminish it.

People seem to forget that the whole point of terrorism is to inspire terror.
Regardless of whether you are scared or not, if a bomb goes off next to you, you are dead anyway, so why worry and give in to the wish of the terrorist and allow yourself to be terrorized (As in, afraid) ?

Bush means war.
Kerry means less war.

If Bush wants to stay in power, he needs to convince the public that we need to keep fighting. As Kerry needs to convince us to stop.
