where can i get a 4 rib belt smaller than a 238 K ?

I have never seen one shorter than 590mm... so, if you cannot find one, consider using a 2.50" upper idler adjuster pulley to take up MORE slack in the belt that you are using.

Just a thought.

Errr... I too have never seen a belt smaller than 590 - but, try Dayco belts, by the way, their equivalents (to Bando) are the only thing that fit a B18B w/ stepper properly.
