That's rubbish. I just use a torch. Now THAT is low-budget.
A decent torch with a reflector can make a great portable light for some uses.
a hundreds of thousands of pounds advertising promo was shot using a bunch of maglights and reflectors.
My friend was filming some Military bunker thing and they didnt have the space to set up lights so they used maglights and reflectors instead.
That's great to hear.
And Lost in Translation was apparently shot fairly Guerilla style in Japan (this could just be PR bullshit though). It was often just Coppola, and her cameraman stealing shots on the streets and using the light that was available there.
