So they shelled out the 150 dollars an hour or so to some design firm most likely (who probably is a "friend" of someones, and in turn, since it was a government contract they most likely sat on their asses for 5 days staring at the computer screen just racking up those lovely dollars. Then when it came down to design, they probably spent another day and a half on that. So now we have 6 and a half days worth of design at 150 an hour we are now at 7,800 dollars. Next comes the time to prep it and getting it cleaned up to present to the person who came up with this idiotic idea. He, being a man of power, realizes that something needs to change, so he makes a suggestion (a crap mark if you will just so he can say he had something to do with the design process). Next up is all the money they have to spend to just make all the nickels, let alone the man hours, and my goodness the distribution!
