Setting tweaked

Someone mentioned allowing users to have a special title. This was only available to mods/admins. I found the setting and allowed it for old timers.

Cool--good for some people who have paid their dues on here to have. Maybe later we can open it up but not right away. Looking forward to the creativity some of the Old Timers will have w/this one...

You skin fans can make mine, and if UT1 agree his too if, and I do mean if, the Skins beat the Boys? Say, have to leave it up for a week, or until they meet again. Say the last meeting of the regular season stays up until the Super Bowl, or no longer than the seperation between meeetings or something?
