Although it is not the best tatoo ever, it certainly isn't the worse one I've ever seen. The tatoo's on this guys arms looks awful to me, but the one on his chest isn't too bad.
These men and women who cover their bodies with tatoo's and piercing's looks terrible to me. Especially a bald man with tatoo's all over his head.
I think it's supposed to mean worst as in worst idea.
Oh, well I would agree.

Yeah, it was implied that it was the worst idea for a tattoo. The work itself seemed actually pretty good.
Give this poor guy a break! Haven't you ever cheated on a test??? It is obvious that this guy has trouble remembering his name (you know, those three letter words are SO HARD!). After frantically trying to read his own ink smudged writing, he decided it would be a lot eaiser if a professional with good handwriting made it permanent!
