But, yeah it appears those have been used as marker weights. Marine, not fresh water.

You could probably get something for the covers.
if you jam a screwdriver thru the screen and whats left of the diaphragm you can pass a rope through it, so you can tie it off.

actually it's back up, i saw them last night. someone might have seen them, bought them,and then realized they were garbage and ducked out

Shill bidding is done often on ebay- the seller uses another account, or has a friend place a fake bid to drive the price up. But often it backfires, so the item gets relisted.
