Comes from not being able to access the website. Usually means the website is down. Can also come from not having an internet connection when you tried to access the page.

In this case, looks like that link isn't good anymore.

or there are to many people downloading ...... but in this case, seeing as I posted it its probably an illegal or personal server with limited access and time.

Sadly its a 1st come 1st served basis .... they dont last long .... nature of the net, while the "shadey" side of the net.
