Say what you like. The City of Dayton had a free VD clinic in the late 60s /early 70s- Phil Donahue did a segment when his show was Cincy based, youngest boy was 12 youngest girl was 9. Yeah, I wish no one that age needed these "helps", but the world doesn't always agree. So how is the best way to handle this? Better parents? Sure ...but you can't get them from a factory. There should be a test before people can have kids.
