There's not much you can do, to the best of my knowledge, about thinning hair except to rewig. And be very careful not to brush or play with it too much.
You can make doll hair smoother and shinier by a Downy Dunk and steam. Below I've linked two very helpful resources for the processes of rewigging and the Downy Dunk.

Some words of caution:
In the past when I have done a Downy Dunk on Samantha and then steamed the hair, her hair becomes a lot less curly and is sometimes downright straight. So you have to recurl it, but you can't use those tiny little curlers that come with the doll hair care kit or she'll end up with ringlets. I bought a package of larger foam curlers for about $5 at the local grocery store and those worked well.
Second, if you steam your doll's hair (which is really good to do if she has the frizzies or it's dull) you MUST use a steamer that is all plastic- NO METAL PARTS! Otherwise you will melt the hair.
Finally, doll hair will stay nicer if you periodically mist it with water. It will help keep it from getting dull and dry. Just be sure you do not get any water around the doll's eyes, because that can cause damage.

If you look under the sticky "post your ag website here" jennifermarym has an album in which she had done hair replacement on her Samantha. She bought a matching wig and sewed it into her doll's wig. She had great results. I hope this works for you.

Im not the expert on this stuff, so Im only telling you what I have heard and seen other people do.
~ I have seen people put new wigs on the dolls themselves
~And then theres this thing called the Downey Dunk. (Would not replace falen out hair) But you basicalley wash the hair and then let it sit in downey? Take it out steam it and then curl it. Something of the sort.
Sorry I can't be of more help. I saw someone else do it on there Sam and it looked great.

That brings up the question, where do you get a steamer with no plastic parts? The Steam Quick one that Joy uses in her album is not available anywhere online that I can find. I looked at Linens N Things, but they don't have anything of the kind. So where do I buy such a steamer?

Okay, this is what I did, but it was slightly spendy so I'm not sure if it's the best option, but I needed new hair without a new head. I send JUST my Addy body in to doll hospital to get a new head and kept her old head with the yucky wig. I then took off the old wig myself (I made a mess of the wig, but I was just tossing it anyway). When I got the new head I took her to a doll repair shop (because of how bad I did on the yucky wig) and had them take the wig off of the new head and put it on my old one. I know the wigs are slightly different between Mattel and PM, but I just wanted her to still be all AG! So the total price was the cost of the head replacement (forgot what that was off the top of my head), $15 to take the wig off of the new head (I guess it was stuck on pretty tight with super glue of all things, it's usually $10) and I paid her to glue it back on my old head (she said it was easy, but I just didn't want to mess it up). So now I still have my 1st edition Addy whose face is surprisingly different to me, and a new wig. I am completely happy. Sorry about the long winded approach to letting you know my story, good luck!

p.s. if you decide to do this, make sure that you put a note in to the hospital NOT to replace her limbs. I had to send my addy back to get her old limbs back because they changed them to match the new shade of the Mattel head.

I got my Steamquick from ebay--I think I paid about $6 plus shipping; maybe about $11 or $12 altogether.
Just search for "Steamquick" under Small Appliances.
