VERY cool!
The Godzilla figures that come in the 2 packs, are bigger than the first two single packed Godzilla figures, so it looks like they are keeping with that scale.
Are you sure there aren't any velcro strips included to keep his shell on? The reason I ask, is that is how the 12" Medicom Gamera worked, and those indents in his back, and in the shell look like they would take velco strips.

There is another plastic bag inside the blister that I haven't opened. ...figured it was just the extra hands for MM.

Andy, it's a cheap trick designed to deprive me of Microman figs, or to make me buy more of them...

I've assembled my two monster suits without using a Microman inside 'em.
my friend Elmer's helped out with that.

according to Takara, yes.
according to me, no.
the fig holds the hands and feet on.
but the hands will stick in the sleeves on their own.
a dab of Elmer's will keep the feet on, while retaining the ability to remove them, if you so choose.
neither of my monster suits have a fig in them.

I only got the one set with Zilla and Ghidroah (I neer spell that right)...
I really wanna get the B&W version of Billy.
