I think the telescope picks up the changes in the hydrogen, or something. It's not so much like a radio frequency that you tune into on your car stereo, but much further into the spectrum...or something. I read about the process a loooong time ago, so details are fuzzy now. But yeah, they can "see" the signal by seeing the effect of its presence, much in the same way they "see" distant planets.
