The big fancy tripods used on the big fancy movies have 2 wheels, one for pan and the other for tilt.
Are there any consumer tripods on the market like this?

I think your talking about a gear head.
1, you can't afford it.
2, you probably can't left it.
3, you would need to place it on a very heavy
tripod or better yet dolly.
4, Since it works in reverse you probably get
it to trouble trying to move the "wheel," in
the wrong direction. And if you were never
good in school at rubbing your tummy and
patting your head, why bother now.

It wouldn't be hard to make a low-cost one, I'm sure. I can't believe that a consumer or prosumer version doesn't exist.

Your right!
You know what market might like a low cost and lighter weight gear head?
Churches ...typically the camera is away back from the stage....and your on the end of your zoom lens trying to follow the action without the camera bouncing.
Even you could make them cheep enough, the R D would probably kill this idea...but do some research.
