im working on a couple of 'ideas' for features amongst other things.
How would I go structuring for a short. do these have to go somewhere ( plot ? ). can I just rob a few scenes from my feature that 'could' be run together.

It depends on what your goal is.
Seemingly disharmonious clips can be brought together to form a story.
However keep in mind your audience and their attention span. Time major chord changes in your favorite music or how long the vocal last and or the legnth of time between scene changes in a movie or on TV.
it goes something like 9sec. 7sec. 7sec. 3sec
the longer scenes must have intense dialog or some form of movement either a camera pan or a new subject entering the scene.
time and movement equal mood.
Rock songs are more like 3sec. 3sec. 7sec. 6sec. 3sec. 15sec. 7sec.
Go for this effect in your audience if you are collaging things together.
"Wow that was cool!"
"Yes but what about the fifth and 16th clips."
"Well it I, Hey, no S--T"
I can make your teeth itch in 24 seconds without a sound track!

When you look at most shorts, they are first acts.
ie, the end of the short could be considered a turning point for the rest of the story to unfold, but still be a satisfactory ending in itself (though usually still open-ended by virtue that it is a first act)
I've long considered writing three acts as shorts and then stringing them together at a later date. Not sure how that would affect continuity though ;-)

Hardcore rules, no holds barred.
You can do anything, that's the beauty of them. Doesn't matter what some shorts are, what most shorts are, do whatever you want. If it works then it works.

A valid point.
I call it the flowers for Algernon theory.
although there is probabably an other name for it.
Flowers for Algernon (is that SIC) evolved in a number of stages from very brief short story to the movie "Charlie" circa mid 1970's
if I remember correctly.
