Rain

Does anyone have any novel ideas about how to do rain?

The shot is to be about 3 to 5 seconds and the camera will be low to the ground and close-ish on the actor's feet walking down a street (the camera will follow them holding the feet centre frame) and I would like it to look as if it were raining.

My idea, so far, is to wet the pavement priot to shooting and then hold a watering can just out of shot and pour water in fromt of the camera into the shot (hoping not to wreck the camera in the process)...

Any suggestions/improvements?

Twister.
It sound O.K. to me, but try to get some height to it, ie. place the watering can about 6-7 feet above the pavement so that the water won't look sourcy, then it should look right. you will need to add a rain sound effect to complete the shot.
