It's a mini-school bus. Not like a Mini that you folk over there drive, but a short school bus. Kids that go to special schools, or get carted around to different schools, ride on them. They are mainly used for the Special Education kids, I would mainly assume so that they don't get picked on riding the main buses. It is a common joke to say somebody rides the short bus, if you want to say they are slow or something. Usually it is a joke though in good humor. You would never tell your sworn enemy that they ride the short bus, but you would tell that to your best friend, Mom, Dad, sibling, etc.
